The logical consequence of not believing the ends justify the means in principle is pacifistic anarchism. Since no one believes violence is a moral good. If you can't ever justify violence then you can't defend yourself or maintain a state.
If you are applying a blanket absolutist rule like "the ends justify the means" you are de facto a dummy
