I heard multiple people say you can move a billion dollars worth of #Bitcoin for a few bucks.

Well I'm transferring way less #On_Chain for way more.

Is this meant for #lightning? If so, wouldn't you have to close the channel and pay the hefty fee eventually?

Yes. Not necessarily. With splicing you don’t have to close, you can just keep refilling the same channel.

there was a 5m$ equivalent utxo transferred a few blocks ago with a 2$ fee. on chain is better for this use.

lightning combines many small transactions over time in to a smaller number of larger on chain transactions. it's not great for moving a billion dollars worth unless you want to send it out in small increments.
