They cant. Only ppl that receive to centralized entities like #strike
Zaps are (mostly) public. If creators started making income on nostr, the IRS will come. The feasibility of enforcement might vary, but that doesn't mean they won't try.
Plus the IRS doesn't even know.

I mean, they might not be looking *right now*. But your receiving address is public information, by design. Most of the zaps you receive are public information, by design. They will come looking for their take eventually.
