In 1997, two PLA Air Force Lt Colonels wrote the first doctrine document for war in the 21st Century. Their thesis, that borders were meaningless in an internet-connected, globalized world meant that global political warfare was not only possible, but winnable. They posited that disease (Covid) and many other every day human events could be weaponized. What yesterday taught was that even assassination scales in the new world of technology and global markets.
