100% new NIPs should break old NIPs but can improve or add a feature. kind of same analogy BIP forking bitcoin or rolling out segwit n taproot while legacy address still can work

Yes, new NIPs that intend to be a better version of an old NIP.... not just changing the old NIP while nobody is looking.
