"86" means "do away with". It's intentionally ambiguous presumably for plausible deniability. That's how codes work. A lot of people are not so subtle when they use it to mean murder. The only question is did he know that or not? He says not. The only actual thing left is to decide are we going to take him at his word or is there definitive evidence that he's lying? (Doubtful such evidence exists)
