Good question. Maybe yes, maybe not.
I think part of Bitcoin’s success is, that both is possible.
The incentives are such that also (smart) self-interest (in it for the money) will drive you to strengthen the network as a self sovereignty tool (in it for the revolution).
Of course dumb self interest can always drive you down any other path 😁.
