It zaps everyone who comments on nostr pretty much. Distributes 35 sats to everyone who does so in 10sec intervals. At least that’s how I understand it.

So say 7 people comment, over ten seconds 35 sats are distributed to them. Then the count resets. One person comments, they get 35 sats over ten seconds.
