Is there a Bitcoin/lightning solution that would work in a public transit scenario, where the charge varies between tag on and tag off locations? It feels like a step backwards to have to work out which ticket to buy before boarding in order to prepay the correct fare.

It is certainly possible, but I do not know of any operation that already has this solution implemented.

Btc/LN would just be the payment layer, the logic has to be implemented elsewhere.
