could a relay create rules so you can only post on my relay if you use four hashtags: #food, #flowers, #art, #poetry ?

i am waiting for the nostr business where you can use templates to build your own relays, i know its not decentralized but it would be fun for non technical people.
i have my own relay and you have to use the hashtag #music or it doesnt get shown

- Set up a VPS

- Follow instructions to install relay on VPS

- create new nsec
- copy it into the whitelist section of the settings.json file from the .nostr.local folder in nostream relay you just installed (https://github.com/cameri/nostream/blob/main/.nostr.local/settings.json)

- Sign in to nostr through an app
- add the relay you added
- only post with the hashtags you care about.
Whenever that user posts, it will publish to the relay. I know its not exactly what you want but its like 70% of the way there. Next would be to write a script to listen for hashtags but thats way less difficult. This will be challenging, but yoh def can do it. Don't be afraid to erase everything and start over until you get it right.
