Whereas Nostr started off completely open ended, the pubky team has developed the complete infrastructure for their network in advance.

The strictness of the system is based on how much third party code you are required to run for it to work. And I'm sure it would be a huge endeavor to write alternative implementations of pubky once it's released. As opposed to Nostr where you just give the whole network the finger and write something from scratch.
