One option may be to use simple login io to create an email alias and then create a Mozilla account using this email and use Firefox sync.

This is very easy and user friendly.

If this requires too much trust for your security model, and you really want to self host bookmarks then you will need something more elaborate.

Perhaps steandard notes or keepassdx could be used.
