Self custody means I can hold it and neither you or anyone else can refuse to give any of it back to me because you already don't have it and I already have it

What you describe is a situation where I don't have it, and other people do, and at the best case I might be guaranteed to keep most of it for now and not have too much taken away until repeat usage

Also, does this stop access from being delayed? Self custody also means you can't delay me from having it because again, if it's self custody, you already don't have mine, I already do
