You could build up smaller community “ISPs” using wireless technologies etc. You still need to get connectivity back to the wider Internet though which generally relies in terrestrial or subsea fibre optic cables and access to these is expensive and likely to be tightly controlled in authoritarian countries. Satellite connectivity and then redistributing that is probably an option.
