[ Shugur-Network/nw-publisher ] feat: add version cleanup option to cleanup command

- Introduced `--version` option to the cleanup command to allow deletion of specific versions and their assets.

- Updated help messages and examples to reflect the new functionality.

- Refactored cleanup logic to handle version-specific deletions, including querying relays for site indexes, entrypoints, manifests, and assets.

- Removed local cache file usage in the publish command, relying solely on relay data for event and version history.

- Deleted the config-manager command as part of a refactor to streamline configuration handling.

- Updated constants to remove references to local cache files.
