Goa is possibly one of the most inaccessible and inconvenient regions to host a conference in India. The airport and railway station are scattered in different corners. Both public and private transport aren't great. Roads to go in and out of Goa aren't that great either.

Bangalore would've been a far, far better choice for a venue.
