Don’t we have anyone who is not motivated by financial gains?

Not in a position of political power. People who get there are breeded through natural selection to by sociopathic.

I don’t buy this. There must have been people who wanted to make a positive impact and did not have sociopathic tendencies.

They most likely don't make it. You need to step on a lot of toes and buy a lot of favors to get ahead.
