Aegis. Has backups. No phone number needed. Open source.

Aegis backs up when I make a change (add or remove something) then syncthing moves the backup to local storage.

I could be wrong about this, but I'm pretty sure the only thing they operate is a github and a web page.

No, no clouds or other insecure stuff. Backups can be manual or automatic to your device, then you can sync via any other tool to your backup folder or device.
