no Bitcoin is not a layer of the white paper concept of bitcoin - it's a scaled proof of stake architecture. no - lightning is a scheme which misdirects the poetry of the bitcoin concept and intent in the white paper away from the strength of reciprocal sharing and use of data as a form of barter. Bitcoin as is used in the lightning concept is a pretender model which commodifies humans producing proof of work while simultaneously using murky ethics and language as to obfuscate the real purpose of the scheme: exploitation.
