After trying to add the visa card to my Google account, my account was suspended and I now have to upload id to enable my account. Which I'm not going to do but curious why it would happen?
Sure do, plenty of brands available in the UK including our prepaid Visa cards.

We're not aware of Google's fraud prevention policies in detail, but broadly speaking that would be the reason. It's unlikely just due to using a prepaid card - usually fraud tooling takes multiple data points to determine your risk level. You'll need to contact Google to know for sure.
