Well, if I would guess based on my experience with german government agencies this was either a quick decision of some official leaving office and "cleaning house" so that he can not be blamed for something... or a new one entering and willing to set his mark on some "success"...

My bet is that it’s just a drone from sector 7 blindly following a rule that says all confiscated property must be disposed of. We are truly fortunate that government incompetence will weaken the state and strengthen the plebs.
