Blocks the lIght at lower level while allowing light at top.
Typical uses.. 1) sitting at a desk facing window, want light in room but not glaring at your face. 2) sitting at breakfast table. Same deal. 3) maybe a bathroom but I just prefer privacy diffuser on the glass

Agree. Reminds me of growing up. We had window treatments that covered top half and bottom half. I was always perplexed by it. And talk about hideous 🫣
If they aren't half the price of normal curtains , somebody is taking the piss.
