The book mentioned it originated as this from the monarchy and gov't which were very prevalent on the early days. My guess (because I am still reading the book) is this has evolved into profit focus. What the book made it very clear based on evidence is that having IP is slowing down innovation and creativity. As a result, hindering economic growth or slowing it.
