It’s definitely not cut and dry. It seems the admin targeted mixers specifically, and Phoenix just hit eject without any legal action. Trump admin Treasury Secretary Mnuchin went after Bitcoin as well. It’s campaign season, candidates are selling themselves. Definitely seems Republicans in Congress are out front on this overall. NFT scamming shitcoiners are not allies but they might be useful idiots.
