Try inshot, it's a mobile app for Android or iOS. It works great for making gifs, or better yet save them as MP4 for faster loading and less bandwidth.

You can load GIF in the video editor, then add animated text, other png, etc. it's pretty loaded with features, even without losing for a subscription.
