It’s a problem with both, plus race, which is vastly more than skin color.
It is entirely about cultural values.
I served in the military and most blacks in the military possess strong moral character because most of them have wholeheartedly adopted Anglo and military cultural values. They have discipline, respect, personal responsibility, and work ethic. So they perform well in a meritocracy, and when they exit the military most of them become highly productive members of society.
Your average inner city black is culturally handicapped, possessing none of the aforementioned values. So they are much more likely to steal something they didn't earn or commit unprovoked acts of violence, and they are usually incapable of succeeding in a meritocracy.
Blacks who serve in the military, are, like certain black immigrant groups, are a highly self-selected minority, and even in the military they perform significantly worse. The Tuskegee Airmen were the lowest-performing fighter group out of 16 in the 8th Air Force.
Blacks have always had highly elevated rates of crime and other high time preference behavior all over the world; with and without a welfare state. The best predictor of aggression in a population is the two-repeat allele of the MAOA gene, whose frequency among blacks is 10x that of whites.
Ultimately how well or not well-behaved they are shouldn’t matter, however. What matters is they aren’t us, just as asians who are better behaved aren’t us either, and for that reason alone should not live among us in any significant numbers.
This is not to say, however, that racial aesthetics should be the only consideration in admission to a community, because obviously we don’t want white criminals (of either the petty or political kind) around either. In this sense I’m a civic as well as a conventional nationalist.
