Do the relays synchronize all the notes, like blocks in a blockchain?

Or are each relays just a partial copy ,more like the mempool?

I can't find an answer to this.

There is a variety of everything. Some sync with each other. Some services take from a bunch and post to a bunch. Not all the relays have all the notes.

I've setup three nodes now.
