This makes sense. It's a monetary way of promoting quality. Kind of like how Twitter semi-enforced quality writing with the 280 character limit.
On the other hand, people who are pure HODLers and don't want to spend their sats even to post content will be turned off by the idea.
It's hard to imagine how normal use of the network would drain significant amounts from even small hodl'ers.
