A license is where the government takes away your right to do something and sells part of it back to you. Drivers licenses, license plates, occupational licenses, business licenses, handgun licenses, and all other licenses are violation of your rights. What you do and who you do it with is none of the government's business.

Well I'll respect license as a certificate, educational thing or so, a stamp of professionalism and background. Licensed psychiatrist etc etc. Taken with some reserve.
That doesn't require government, however. Various professions have their own associations and certification boards and set standards. Government is used to keep people from practicing.

schools were actual regulators, whose value came from their students and their assessments
before prussian schooling, which essentially made schooling a government department, and we all know how great they are
FDA created, chronic drug and food related health problems get worse and worse... before that, department of education formed, schools have only got worse and worse

Yea when there's 40 people in the village maybe, but 20 million in a city is a very different set of trust and security scenarios.
