if some nodes creates own LAN (doesnot matter how wire / wireless ) mesh WITHOUT internet / satellite connectivity to live mainnet with rest of the world - it comes a fork - in other words at least 1 bridge MUST exists somehow or bitcoin usage cannot happen in such a isolated region. offline/isolated transactions is only possible with high degree of limitations . also doesnot mean all community memebers can use it in trustless way. internet is almost a MUST pre-requisite - physcial barter system works in such curfew or warzone many dummy bitcoiners yet to learn this.
isolate dcommunity can do offline local tx/rx via trusted local provider(s)but at somepoint it must be synced
