Although it sounds sensible when they present it, they are assuming that rogue developers only have one set of government issued identity documents. This obviously does not apply to bad acting governments who can just cycle through their population and exploit them in yet another way. They also didn't go into anything that would protect normal developers against hostile and bad governments that would seek to control and restrict apps they didn't like.
