Your example of PoW attached to each note

I could see that being an issue in HashCash’s email use case, but couldn’t it work for global where people say they want a PoW of x level and only see posts above that level? Not everything I post needs to be a certain PoW and not everyone has to require the same level of PoW on their global feed.
I can't see it working because the PoW is not reusable. It makes the system more costly for no benefit
