Running knots or not updating core will not prevent spam in Bitcoin
So update your core node to include OP_RETURN to encourage it.

Seems to be the part you're missing. Your nodes mempool policy does not influence people's behavior. It does not encourage nor does it discourage those transactions from happening.
Also, all nodes include OP_RETIRN at an 80 byte limit by default.
