Implementing Capitalism, through securing Private Property and maintaining voluntary market exchange, would bring about accessible education. Calling something a right doesn't magically make it available.
Private Property includes your own body and labor.

Afghan women do not own their own bodies, but their fathers and husbands own their bodies.
