Theoretically and just for conversation, a Bluetooth jammer is plausible. You have to build a device that basically sends out thousands of device pairing requests in pulses. Sorta like a ddos attack but pairing requests. You'd need quite the heat sink though because that much 2.4 Ghz signal gets hot, and a powerful SDR rig. Bluetooth uses hopping spread spectrum which jumps between 79 channels. Extremely illegal though so definitely don't do it.
