Govt approval is the brass ring in all corrupt corp endeavors. It puts the burden of all corrupt acts on the taxpayer unless fraud can be proven by the interest who bought the govt approval. That's why govt does the fraud itself, to immunize the paying interest from liability and the corrupt govt actions are ignored by law enforcement or other policing agencies.
