They have more ways to track you than just this.
Either way, resist.
Does every country in the world treat these laws the same? Would officials ignore the control measures build into the ID with the chance of it being counterfeit? I somehow doubt that in a country like Taiwan(never been to China) they would let you pass customs without it.
What's the point of avoiding being photographed if they still know you because of the ID?
