Say you have a ton of clout in wall street and you're in bed with regulators. And say you have an investment that will wipe you out if trading doesn't halt immediately. Wouldn't you use your connections to save yourself?

That's what I think is the root cause of all of these drastic manipulations like "circuit breakers." Just inner circle financiers gaming the system in their favor because they own it.
