the two party system facilitates consent for war: If one of the parties starts war then most of their followers will automatically be ambivalent to it. this gives the party a plurality of voters who defacto back it. Expand to 3, 4, +, political parties and this game falls apart more easily. Alternating which party starts the next war also helps so that no one permanent anti war party forms.
