It takes about 20 mins for light to travel de distance, so a node running there would be in and out of sync pretty often depending on how blocks are coming, but on average it'll be out of sync. I guess he means that

It doesn’t matter if they are out of sync.

ALL the nodes are out of sync.

Everyone audits independently that’s the whole point.
