Nothing new and unexpected, but I loved this passage:

"Interested persons must carry out the operation by themselves."

(Spanish: "Las personas interesadas deberán realizar la operación por su cuenta.")

So central bank are now inviting citizens to self-custody their bitcoins. Nice!
