IMO, to me this is the feds way of trying to preserve the NFA, which was already on really shaky ground.

By doing this song and dance, they introduce new stuff to battle out in the courts (piecemeal), knowing they'll lose, because it lets them hold on to the NFA for another N+ years while this churns through the courts.
