Yes except for the "without consent" part

They do consent because they set the limits within which Nostr Image Host works

True! We do have NIPs that allow for storage of Base64 encoded blobs on relays already, and that can be disabled for sure. When I used “without consent”, I was thinking of CSAM and other illegal or incriminating media that could be propagated among the relays with no tools to stop it or indemnify the relay operator 🐶🐾🫂🫡
