Free people have rights

Rights precede the State; they persistent despite it.

Liberty is an allowance or permission from the State.

Liberty- the state of being free within society from oppressive restrictions imposed by authority on one's way of life, behavior, or political views.

Freedom- the power or right to act, speak, or think as one wants without hindrance or restraint.

These definitions obscure the meanings.

Take the phrase, "oppressive restrictions"; is there any other kind? How much restriction is oppressive? It's a very slippery subjective standard. Subjects of every State have liberty, but none of them are free
