I honestly want to start a LN protocol that would generate gigabytes of data (billions of 1-milisat zaps?) for the IRS to parse and send as a rasterized PDF. Enough people doing that might, hopefully, cripple the organization's ingest process.

Here's one: set salary and subscriptions to be a velocity, balanced by the minute, not every two weeks. That alone would do it.
Let say my salary is 1.2BTC/yr, that would be a 228sats/minute around the clock, 24 hrs/day, 7days/week
