If you want to boil a frog, you must do it gradually. In California they already reduce power during peak demand instead of adding more power capacity to the grid. Each year they can reduce power slowly. Eventually it will reach a point where it’s normal that the grid is less reliable than it was 100 years ago. This is the state of California today.
