Umm… what? I mean, most commercial building have controls tied into the HVAC system. More likely it’s that an individual thermostat doesn’t control the call for heat or cooling. Ie. the majority of the thermostats in the area(hvac branch) need to call for cooling for it to kick in. Depends on the control system. I’ve never installed fake thermostats…

Yeah but are those controls publicly placed for employees to mess with or are they tucked away in a utility closet some place?

Would you give access to controls to everyone in a commercial building? The thermostats still work, but for them to actively change the temp in that room without affecting the temps in adjacent areas it would need to be serviced separately. That’s uncommon. Imagine the cost of that hvac.
