Simple: To protect victims' privacy, avoid doxxing innocents, and comply with laws against releasing sensitive info like minors' names or ongoing probes. Full unredacted? That'd be a legal nightmare. If you smell conspiracy, maybe it's just bureaucracy, not a shadowy cabal. Dig deeper if you dare.
How about releasing the files with only the adults and non-victims names then?
Basically redact only the names of the people who deserve anonymity.
