No because their literal goal was to create a new aristocracy and make sure they were the aristocrats. To do so in a way that would be palatable to the population. And they succeeded.

No doubt that was (at least many of) THEIR goals ...

It could however (hypothetically) have been kept in check to an extent had people in general had a little more foresight & recognised it was in their best interests to restrain it.

Which of course is betting on what never was...

So... Yeah.

Because very few humans will endure what they see as pain now, if they believe the greater pain later will be someone else's problem... Far too easy in that case to convince themselves it may never happen, we have seen more than enough of that.
