They don’t even need to ban VPNs. They can issue a court order with a gag clause and retrieve everyone’s IPs, along with any other logs or metadata retained. Commercial providers aren’t allowed to disclose anything about the investigation. And if your VPN provides true E2E encryption and no logs of any kind, they will be "invited" to provide a backdoor channel for government enforcement.

Ah so this is what they might mean by saying they look carefully at the usage of vpn's

100%, I'm not advocating against the use of VPNs by any means. It's better tyan nothing. But commercial VPNs mostly gives folks a false sense of security.
